first you said what's the best website to make a website.
then you said you didn't want to use some "kiddie" program and build your own.
Please explain clarify.

BTW, websites like Wordpress and webs are not "kiddie". especially for school I would recommend using one unless you are experienced and quick at building your own web page. the project is assigned to communicate data, you you must focus on that

^Agreed. Unless you can code up a website in a night that's up to your standards (or the schools if yours are low) then don't even attempt.

Yeah that would be your best bet. After all, why reinvent the wheel?

If you really don't want the easy & goodlooking option of a opensource CMS (wordpress, cmsmadesimple, drupal) you could use sites like FreeCssTemplates.org to find a nice looking template and start working from there.

With only three weeks at hands your current lack of experience will clearly show, it takes a lot of practice to make a professional looking site from scratch. No offense intended here, of course.

But in the end, I would advice Wordpress + a free template.

I do agree with this a bit, but its all about whether your teacher will investigate further and see that you've ripped a website + theme. Ask them perhaps ;£

Unless your custom wheel is as native feeling as this web app I will argue for a native UI instead: http://cheeaun.com/blog/2012/03/how-i-built-hacker-news-mobile-web-app

In fact that's the only web app I've ever used that I like & don't feel like I have to give it lots of slack 'because it's a useless webapp'.
