Just replace it with a real link. That is what will show up on the package info screen.

So when someone makes a package description they just point it to the URL and it displays it?

Just look at one of our debs as an example. We set the depiction to the url of the description topic in Package Descriptions. It shows up in cydia. Keep in mind that the cydia theme is theme 14.
