Edit the registry through a live cd?

At my school the admin has blocked all registry editing. And he blocked us from being able to change the wallpaper but since its a shared computer someone else who logged on figured out how to change the wallpaper. 
But he didn't block live CDs. So can I boot from an Ubuntu cd and edit the registry? Would it work since everything is server sided?

Its a linux live CD intended for registry editing

I have not used ever, so I can not comment on its cleanliness, or effectiveness
