I'm sorry but I'm not sure if it's possible to get a decent one for $400 USD. The one I'm building is £500 GBP and that's pretty much the cheapest I got a decent computer. You could probably skip a few dollars in basic things like a cheaper case (mines £80 but there are £40 ones). Do you want the parts list?

What "games" do you want to play on a $400 rig? MAME and 8-bit 16-bit emulated games? Most "gaming" rigs I build $400 is just the cost of the 2 video cards...

I could prob throw something together for twice that, but for 400, something has to give. Probably more than one thing has to give; You wont be able to use latest hardware, and also wont be able to order good quality hardware. For 400, you are buying the cheapest hardware you can find(which is not recommended) and still wont have something powerful enough to play the new Far Cry 3, for example

In other words, you could build one, but it wont last long, or play many games

What do you already have that you can save money on? A case to put it in? Video Card? What kind of RAM is in your current rig?

Here is the best PC for $400 I've seen. Just grab an HDD and you have a great PC. You could probably play some very high end games like BF3 too.
