Not sure about the two weeks thing. Look how many months JailbreakMe.com was operating without update from Apple. That used a PDF exploit to jailbreak iDevices
This also assumes people stay up-to-date, which as we know as hackers, they do not, which is what allows us to use all these wonderful exploits.

Not sure what you mean by patch available immediately if jailbroken. Apple does not release special patches for JB iDevices

Lol, apple has a patched firmware available for use after two weeks, whether or not people update is a different issue.  And for jailbreakme exploits at least when they are released simultaneously a package become available in cydia (typically through bigboss) to patch whatever exploit was used, so then jailbreakers can be protected from the exploit that gets the the patch, lol

Generally the guy who developed the exploit publishes the patch, so I trust it, lol.  And now with iOS 5 and OTA updates it's likely that we will see more patches sooner rather than later.
